Dawn is a Chartered Tax Adviser and STEP member. She leads Specialist Tax Services at BDO in London and is an expert in Tax Dispute Resolution. Dawn manages complex tax return enquiries, voluntary disclosures, tax fraud and technical investigations conducted by HM Revenue & Customs. Her cases cover a wide range of tax issues, including tax avoidance, and often involves an international element. Under Code of Practice 8/9 or one of the disclosure facilities. Dawn’s recent work has focused on HMRC’s powers, penalties and campaigns. She helps a broad range of taxpayers from large corporates to small businesses, private individuals, trusts and estates. Dawn is a CEDR accredited mediator and is using mediation to resolve tax disputes with HMRC. She is a regular presenter and writer on UK tax administration and is also regularly quoted in the national press.

Gary Brothers is the founder of Gary Brothers Consulting, a specialist tax disputes consultancy providing strategic advice to accountants, businesses and individuals facing complex HMRC enquiries, investigations and disputes. With more than 35 years' experience in tax, Gary is widely recognised for his expertise in resolving high-value and technically challenging cases involving HMRC. Having previously held senior roles within HMRC before moving into private practice, he offers clients a rare insight into both sides of the tax dispute process. Gary was the founder of Independent Tax, one of the UK's leading specialist tax dispute practices, which he successfully built before completing its sale. Following that successful exit, he established Gary Brothers Consulting to provide independent strategic advice, second opinions, case reviews, mentoring and hands-on support for accountants and their clients. His practice focuses on HMRC enquiries, COP9 investigations, VAT disputes, Schedule 36 notices, litigation strategy, settlements and complex tax risk management. He is also a regular speaker and commentator on tax dispute matters, known for combining technical expertise with practical, commercial solutions. Jesmin Rahman is the founder of Tax Resolute and a leading specialist in HMRC tax disputes with more than 25 years' experience in tax investigations and dispute resolution. Before establishing Tax Resolute, Jesmin spent 15 years at HMRC, holding a number of senior compliance roles, including Tax Inspector, Compliance Manager overseeing VAT, Corporation Tax, Income Tax and PAYE investigations, CIS Compliance Manager, and HMRC's Alternative Dispute Resolution (ADR) Design Lead, where she helped develop and implement ADR for tax disputes. Today, she represents individuals, businesses and professional advisers in high-value and complex HMRC investigations, including VAT, Corporation Tax, Income Tax, PAYE, R&D tax credit claims, COP8 and COP9 enquiries. She is recognised for resolving technically challenging disputes by identifying the strongest technical arguments, presenting compelling evidence, and making effective use of Alternative Dispute Resolution (ADR) where appropriate. Jesmin is also the author of an upcoming professional book on Alternative Dispute Resolution in UK tax disputes, to be published by Bloomsbury in 2026.
